Roads on the East Coast are returning to normal after Winter Storm Jonas dumped as much as 3 feet of snow in some parts of the country. The Pennsylvania Turnpike is open again, and the New York City travel ban has been lifted.
But it's still slow going in many areas, and five states have waived hours-of-service restrictions for emergency loads, according to Overdrive Online.

- West Virginia
The waivers are mostly for trucks delivering emergency food, fuel, and medical supplies. Check the Overdrive website to see a copy of each state's driver HOS waiver.
